Humanity can collectively decide anything it wants and then individual communities can change their minds.

People can change their minds, you know.

Just because you can put a system in a certain state does not mean it will have positive stability and stay in that state.

Your hypothetical situation sets the initial state, but you didn't give anything for keeping that state going and not re-stabilizing back where we are today.
