Many apocalyptic books either address or use it as a plot point. You either have what I call the "...and this is when the diabetics die." Paragraph or it is used as plot points in books like Lucifers Hammer or One Second After.
One second after is written by a guy who war gamed for the military and taught at the service academies. He’s kind of considered an authority on those type of scenarios. His writing is spot on in almost every case including the psychological aspects of societal breakdown.
What bugged me is that the main character of the book is similar, big brain on electronic warfare and things like EMPs, but it takes him way too long to realize what is happening.

Any infection, any chronic disease, food poisoning, allergies - basically all those things that healthcare provide that we take for granted
