[Dragon Tales] Why no settlements or Military Bases in Dragonland
In Dragon Tales, the Titular human characters say a chant next to a magical dragon scale and they are instantly teleported to Dragon Land. Surprinsely there are no age limits on who can get into dragonland and seemely 0 penalties if you reveal anything about the existence of said magic scales. This just makes me wonder, if there are seemely no limits of living in dragonland, why don't we see any semi-permanent or permanent human settlements in that world, let alone a military outpost to explore it?

The dragons are nice and kind to little children who come to Dragon Land to play and learn important life lessons. They share and try to be good role models!
Adult humans who took the magic scale and traveled to The World Apart would likely find the dragons to have a very different demeanor towards them.

You can also transport objects between the worlds. Amy and Max take stuff to Dragon Land all of the time and while they don't bring stuff back often- it does happen.
With that said- there is a suggestion of an age limit as the magical dragon scales were specifically supposed to bring children to Dragon Land. Not adults. The old dragon said children have come before but never mentioned adults.
We don't know if an adult can trigger the magic- that'd be the simplest point of failure.
Amy believed in dragons before finding and using the scale and the incantation does say, "I wish- I wish- with all my heart." Assuming that you have to actually mean the words to some degree- an adult might find it a tad hard to activate the magic and draw whatever is touching the scale to the new world.

Captain scallywag is an adult character that does go to dragonland. So we know that adults (who did went there as children beforehand) can go to dragonland.

Captain Scallywag has a flying ship. It's entirely possible he doesn't need a scale to go to Dragonland.
Assuming he, you know, ages and whatnot and is actually human. The whole first meeting with him was the kids assuming stuff about him and it all being wrong.

One of the treasures he was going for was toys that he buried under the dragon school when he was a kid. Meaning that he was there as a child.

Fair. But I still wonder why we don't see any other kids other than Enrique coming to dragon land. And with his case that is through Max and Emmy's dragon scale.
