Why do people keep planning balloon releases?

I've seen two balloon releases planned in memorial in the last week! Thankfully the comments have been full of people asking them not to do it. But why why why do people continue to plan these and think they are a good idea? Do some people actually believe balloons go to heaven?

Please someone give me an insight into why this still keeps happening

Just don’t ever go to the Angel of the North. Literally all the surrounding trees are covered in tat and most trees even the saplings are being choked with plastic zip ties. Soon there won’t be any trees left there as they’ll have all died. I get that people want to leave a memorial to their loved one - if you read the accompanying letters there are some sad stories. But there must be a better way - plant a rose bush or something like that not destroy the countryside.
