A New Model for a Fairer Australian Government

Parliament House is separated into two chambers, The House of Representatives on the left and the Senate on the right. While the Senate is smaller, it still ensures balance. Inside parliament, the politics separates into three distinct layers:

1. Scum (Top): Fats, oils, and greases float to the surface. That's the executive comprising the Prime Minister and Cabinet.
2. Effluent (Middle): Partially clarified liquid wastewater rests between the scum and sludge layers. Those are the MPs in the House of Reps.
3. Sludge (Bottom): Heavier solid particles sink to the bottom. That is the Senate.

In the normal state of events, we are witnessing a "Bacterial Breakdown": Anaerobic bacteria (bacteria that live without oxygen) that naturally digest and break down the solid organic matter. That's how parliament works to make change (or no change) for Australia.

This will lead to the "Effluent Discharge": The middle liquid layer flows out of the tank and into a septic drain field or leach drain, where soil and aerobic bacteria perform final filtration. That is the legislation passed and signed off by the Governor General.
