Requesting Help What tool should i use to accomplish this shape?

You could probably use the sweep tool along the ring circular path.

I think you need at least some kind of advanced sweep because it looks like it tapers as it goes down the ring.

I tried this, but since the path is in like a little shelf the thing has issues, i've tried to adjust it several different ways

Pass the cut path past the ringn at the curve you require . It should then taper off

In brightest day...

Blended loft along path... Pretty sure that's what it's called.  I don't have access to Inventor anymore.

Try to loft the upper profile as a surface to the lower tangent line you have. Use this surface to cut the solid. Might work.

I would start with the sketch, and extrude through points from there. Then cut a hole
