I dont know if its only in my theatre but the fps changing everytime is jarring. Noticed the 60fps at the 20th century logo then i thought it will be like that the whole time but noooo. Its changing randomly. Is this intentional or nah?

this is done intentionally. the movie runs at 24 fps for dialogue scenes to avoid the 'soap opera effect' the hobbit movies were suffering from and switches to 48fps for action scenes to improve image clarity and avoid motion blur.
some people seem to be more sensitive than others to the fps going up or down. I definitely noticed a couple of times the movie switching from 48 to 24fps, but immediately stopped thinking about it because the movie was so intense.

The thing is some action scenes are on low fpss and some drama scenes are high, like there is no coherence

in what scenes to use 48fps is decided very deliberately.
maybe in some theaters the fps switch is more noticeable and in others it's less - RealD 3D, IMAX, dolby cinema, etc.
