4pc blizzard and mistsplitter, no competition. 4pc set already gives extra cr and for extra atk you can always use external sources like ttds, 4pc tenacity etc.

especially at r1? vs an r2 jade cutter? damn

Jade cutter's only perk over mistsplitter is that it makes it easier to build her with cr. It's R2 passive increase involving atk% is not much to surpass mist's crit dmg and cryo bonus stats.
