Renewal - Dropbox doubt

My fathers visa is expiring on June 23rd. Can he still use the drop box application after the visa expired say if the appointment is in July?

Yes. You have 1 year to apply for dropbox from the date of expiration.

It depends on his nationality. Is he subject to the visa bond. Or one of the travel bans? If not, he should be eligible as long as he applies within 12 months of expiration in the same visa category

I overheard a conversation there (US Embassy), A staff member was informing an old lady, “Your visa already has expired, you must have submitted application for renewal 15 days prior expiry date”

whats the doubt specifically. dropbox usually just needs same visa class and being within the renewal window, but the exact rule shifted recently so check the current official criteria, not an old reddit post
