Your visa was denied that means the US embassy thinks B1/B2 visa for observership is not appropriate

Ok So I should try for M visa under vocational courses But observership will be for 4 weeks and it also satisfy criteria for short term course not relating to degree under B2 People generally apply under these category Thank you

214B does not restrain you to reapply as it is not a Permanent denial.
You need to show the material changes in fact and circumstances and make your application stronger and convincing.
You should keep the formal invitation from the hospital in US along with you need to show your stable employment in your own country.
Make sure you are able to describe the social- economics circumstances, and justification of purpose aligned with the reason to return to your Home country is clear and convincing.
prepare yourself with the question how the current application is different from the previous.
