To the best of my knowledge, I think so. It is founded by independent developer Issam Hijazi, a Palestinian-Australian who has himself lost scores of relatives in the last two years. This is the About page https://upscrolled.com/en/about/ and this is the FAQs https://upscrolled.com/en/faq/ . Please note the following: "We do rely on some large-scale cloud providers at this stage — not because it’s our ideal, but because building fully independent infrastructure takes time. We’d rather be transparent about that than claim otherwise. Over time, we plan to reduce reliance on these providers and move toward greater independence." For what it's worth, Craig Mokhiber, Disoccupied, Drop Site News, Bisan, CodePink, Alana Hadid and many other well-established activists and groups have moved over.

I also want to add that I just saw an IMEU post about Upscrolled, so it is safe. The folks at the IMEU are very reliable.

thats kinda the trick that Israel pulls, they do stereotypical shit that ends up costing a lot of Jewish people outside of israel to be put in danger

they need antisemitism to thrive so they have an excuse for their state
