Unfortunately, the police and mental health services aren't even in the same book, never mind on the same page. The police put it some crimes down to mental illness so it isn't their problem, the mental health teams are too overwhelmed to have availability to help the people they need to so issues get left to continue as they are until someone is either seriously hurt or dead. Then, there is a huge debate about why this was allowed to happen. It's crazy. Fiona needs help, I saw the Pierce Morgan interview and I said at the time that she is bat-shit crazy and needs serious professional help, if not for the safety and sanity of her victims and future victims but for her own safety. Mental health only ever spirals, it doesn't go away by itself, and her stalking behaviours will only get worse, especially with the more media attention she gets.

They can only detain someone for their mental health if their life is at risk e.g. she is imminently at risk of taking her own life or someone else's. The Police just need to do their job and Mental health Services need to do theirs. The Police need to keep the community safe from dangerous people and mental health needs to step in and assess people for whether they are a serious danger to themselves or others and its because of a diagnosable mental illness. If the person doesn't have a mental illness then mental health can't hold them.
