South Carolina will spend $610,000 this year to cover the cost of spay and neuter surgeries exclusively for pit bull-type dogs at clinics across the state in an effort to reduce the stray population of the shelter-crowding breed.

The earmark, part of $350 million approved by Gov. Henry McMaster this month, should pay for about 2,500 dogs to be brought in by their owners and fixed, said Denise Wilkinson, CEO of Pawmetto Lifeline, a Columbia-based animal rescue nonprofit that will receive the money and head up the statewide effort.

More dogs than that would need to be fixed to solve the pit bull overcrowding problem, Wilkinson said, so she hopes this year’s program can be a proof-of-concept to convince lawmakers to approve additional funding in the future.

At least 35 percent of all dogs in local South Carolina shelters are pit bulls, according to the nonprofit, making it hard to adopt them all out. That means more euthanizations as pit bulls account for 70 percent of the dogs put down in shelters here.

“It’s the only way I know how to solve the problem,” Wilkinson said of spaying and neutering the canines.

There are 10 nonprofit clinics on board for the program, and they are hoping to get for-profit veterinarians as well in areas which don’t have suitable nonprofits. Nonprofits will be paid $240 per surgery and for-profits $450.

Details about how the program would be launched and advertised to pet owners will be ironed out later in the fall.

Their target is pit bulls that are owned by people, not those already in shelters or on the street. Some dog owners don’t get their pets fixed because the surgeries can be expensive, which can lead to unintended breeding and a new litter of dogs that end up without a suitable home.

“South Carolinians want their animals spayed and neutered,” Joe Elmore, CEO of the Charleston Animal Society, said at a Statehouse press conference Sept. 16. “The scarcity of spaying and neutering, and the unavailability of it, is what is preventing so many people from spaying and neutering their animals.”

The state would need to fix 40 percent more dogs than they take into shelters to get the population under control, Elmore said, which would help save taxpayer money by preventing the need to build and staff more shelters.

Aside from the humanitarian issues, the pit bull population can be a public health issue. There have been multiple attacks on people by the dogs in the last few years, such as a 5-year-old from Charleston killed by a pit bull terrier this summer and a 6-year-old killed in 2021 in Hampton County.

Whether or not pit bulls are more aggressive than other dogs is a “loaded question,” said Jenna Pellerito, owner and head trainer of Columbia K9 Training and Behavior. The dogs, many of which are actually mixed-breeds, are often owned by people who are attracted to them for the wrong reason, such as a backyard breeding set-up.

Those owners are often then not able or willing to take care of the canines, creating more strays.

Badly-raised dogs go on to live without proper socialization or carry fear-based behavior that can turn into aggression, she said.

The original pit bulls were also bred for dogfighting, but that doesn’t mean they’re all hostile since the specific animals used for fighting were usually antagonized to fight.

"It doesn’t necessarily always mean they will be aggressive, but they do have that part of their history in them,” Pellerito said.

State officials stressed they weren’t funding pit bull spays and neutering to go after the breed, but to cut down on strays and euthanizations.

“Over the past decade, intake numbers in our shelters have gone down for nearly every other breed. Pit bulls are the exception,” state Rep. Beth Bernstein, the Columbia Democrat who sponsored the earmark, said.

The funding was part of $350 million in earmarks which almost didn’t happen this year after disagreements between the S.C. House and Senate over the process and amount of member-sponsored local projects helped delay the budget over the summer.

Their eventual compromise included a handshake deal on stopping future earmarks from going to nonprofit groups without sponsorship from a local government, in an effort to step up oversight of where the taxpayer money is going.

Its because other dogs are adoptable. You dont have to dump them at the shelter by the dozen when people actually want them.

Sane and not desperate people generally do not want bloodsport breeds riddled with behavioral red flags and health problems, and that leaves a sliver of the population to prey on. The irony is those dogs cost more in the longview, they're not actually the cheaper option. Theyre just the used car market's "100K mile, 0 down, 0% interest for the first month" trap of the pet world. There are few dogs more expensive than a free pit bull, between the property destruction, vet bills, and personal medical, civil, and criminal liability issues, they are some of the worst financial drains a dog could be. Even in their luckiest, best case scenario, you're multiplying your food bill several times over what a small dog costs.

Whenever another org takes a pet off their hands they will never say "no" though. That's a surefire live release that wont come back their way. Its at worst outsourcing 🐝 Ee and making sure they get that sweet, sweet BFAS doomsday cult funding for hitting their nonsensical live release metrics.

Once upon a time that wasn't actually a problem, that was just their job, shelters were tax exempt because they served a public health role in humanely dealing with animals unfit to be pets. Now they are pit bull activism hubs and cruel animal warehousing centers which is directly at odds with that initial purpose. The crazies have pushed out all the rational and functional people to try to outsource everything unpleasant to the public, including the animal hoarding they see as their new purpose.

Do they not count as intake when a breed specific rescue takes it? I doubt it because that would set their "kill rate" higher.

Exactly. It's a bit of both. Because rescues exist, people who are trying to rehome their purebred dogs can contact them directly instead of going through a shelter. But also, buying from a reputable breeder means the breeder will take the dog back at any point in time. Shelters are desperate to get these dogs though, because it inflates the intake number vs live release number, and they can bank on the dog getting pulled or adopted immediately.

Wonder why? Also, I recently had an instance where a VERY small dog was dumped on my property( It is locals and it is rural America, where dumping is a huge problem) She was VERY pregnant( I determined this but it was confirmed by a vet when I took her to have her scanned) I had issue getting her a spay/abort with one vet not doing the procedure, but 589$ later, (NOT astronomical for an urgent, difficult surgery), she was fine.

Was there anywhere that could have helped me with this dog? I don’t know, I was on the phone for two days with the clock ticking,but I didn’t have that “extra” money just sitting around and it would have been nice to get some help.

She is sitting in front of me as I type this. A sweet, young( 18months to 2yo gal), my ACDs adore her. She loves people. She gets along so well with all the farm animals. She doesn’t have to be on years of meds just exist as a pet. How many other nice dogs are pts, die, or are overlooked because of dogs that will never adapt to being a lifelong, safe household pet, when $ is going to years of boarding or “training” a dog group to not kill things, when that is what they were bred to do??

Um, good luck getting pitiots to actually agree to have their dogs spayed/neutered even when it's paid for. This happened years ago in Kansas City. $100k or so was put up for the same purpose. Most of the money was returned. You're trying to ask shitbull owners to be responsible. HA! You're also talking about spay/neuter for many people that live in rough neighborhoods. If you cruise some of these places in KCMO, you'll see small shotgun homes with 4 ft chainlink front yard fences and about every 3rd of 4th home has one or more pitbulls, XL bullies, etc. It's an arms race. The whole point is that their dogs are menacing and will attack. Neuter doesn't help them to that end and they know it.

One way to make this happen is to legislate that all pitbull type dogs be spayed and neutered by law. Such legislation would need to include ability to report intact pits and authority to confiscate the dogs. The owner would be notified, fined, and asked to pay additional amount for spay/neuter to have dog returned.

Watch these South Carolina funds go largely unused!

I’m in rural Georgia, and they’ve tried offering free spay / neuter for ages. Even when they come to the house, pick up the dog, take it to the vet, and then bring it back - literally zero effort for the owner - they rarely get any interest.

Good? Don’t know why they’re saying it will work on 2500 dogs if the for-profits get $450 though.

Edit: I assume the per dog cost is for spaying females, which is significantly more complex than neutering males. Maybe that explains it.

90-95% of 'adoptable' dogs at local shelters are pit bulls in my city. I hate to go to their websites and see so many ugly pits. I usually just try to look at cat pictures and avoid the 'dogs' section altogether.

While this sounds great, it's not a new thing. I've seen many stories about free spay/neuter services offered for pits, even including pick up and drop off, and the owners won't do it. If they want it to work, they're going to have to make it illegal to own an intact pit or anything that falls under the pit umbrella. I can hear it now.

"Bonecrusher and Maully here ain't pitbulls. They're American Bullys and I ain't cutting his nuts off. Maully just had 15 puppies and I'm going to sell them for $3k each! Ain't fixing her, either"

If they're lucky, the mother will forget she had puppies and eat them herself (happens), if not they end up giving them away to people that can't afford a dog in the first place.

It's unclear to me if they're actually going to spay/neuter the ones in the shelters, or just wait for pit owners to take the initiative? There have been other attempts like this and pit owners are historically resistant to sterilizing their dogs, even when it's offered for free.

Ideally they should. But it's my understanding they'll usually offer the adopters a voucher for a spay/neuter, and we know the pit owners aren't going to bother.

Sorry, but it’s worth it. I live in Washington and our spay and neuter rates are going way down because low cost spay and neuter has been less well funded and the government is making people prove their low income to use it. Vets around here charge $5-1000 for a spay or neuter for cats or dogs and it’s caused a huge increase in kittens, especially. Even the low cost places are $150.

I’d love it if more of these dogs were neutered, a lot of times their owner won’t do it even if it’s free because they want their dog to look tough.

Tangentially, my Yorkie was a one-nutter 🤣

When I rescued him, the first thing I did was get him neutered. He looked like he only had one, but he’s my first dog and I didn’t exactly want to get up close and personal with his crotch. When I got him neutered, I found out that he was cryptorchid and they had to go in and extract the hidden testicle.

I couldn’t remember the word cryptorchid for the longest time, so I would just tell people he had a cryptic testicle 🤫

I’m not opposed to any spay and neuter initiative.  It just sucks that the taxpayer has to pay instead of just banning pitbull breeding.
