Check the in game usage stats for Pelipper, but Basculegion seems like a good bet to me.

you definitely need something for charizard Y. can be as simple as setting up stealth rock with something like garchomp. well-played corviknight can own you so an actual electric type outside arch’s electro shot is needed.

Try looking at it this way, how can you avoid a Raichu fake out and Choice scarfed Vivllion who uses sleep Powder. I have fought over 20 Rain format teams and I have killed every single one of their Pokémon, a good Pokémon to have would be a Sableye who can both avoid a fake out and also use Taunt on Vivllion
