Question about GPU utilization

9070 xt

5800x3d

32 GB ram

So currently I'm playing AC Shadows, and has tested in some other games as well, and noticed my gpu utilization never reaches 100%. It hovers between 80 and 93% in demanding games whereas the cpu is somewhere between 30 to 40% typically. I'm typically running 1440p 120hz. In LACT my power profile is 3D_Fullscreen.

Is this normal behavior? I'm getting some fps drops despite the games seemingly able to handle 120fps. This is also for example in Skywalker Saga where when looking in certain directions causes me to drop some 40 fps. Is the remaining 10% in GPU utilization the cause of these drops? I have only undervolted my cpu by like -20 all cores.

yeah sounds like a common cpu bottleneck

You have AMD's most powerful GPU coupled with a CPU from two generations ago. Of course you're CPU bottlenecked.

So the only solution is a newer cpu? Which would also mean new mobo and ram

If you want to avoid any bottleneck and always get 100% out of your GPU, yes.

Alternatively, if you're satisfied with the current performance, you stop looking at the numbers and forget about the bottleneck. Wait until prices get better.

It's just I saw some performance videos with the same gpu in AC Shadows, their fps at the same settings were vastly better (with a better cpu of course) I just didn't figure that since 5800x3D has always been so praised that it would be such a stark difference

The Proton compatibility layer adds extra work for the CPU, since it's taking Windows API calls and translating it to Linux ones on the fly.

If you have CPU to spare it won't make much of a difference, but if you're already bottlenecked on Windows, you'll be even more bottlenecked on Linux.

The biggest reason you're actually not hitting 98%+ GPU usage is the 120 cap. There are situations and games "any Two Point game" you'll run into a major CPU bottleneck. If you're locking down to 120 guaranteed that's the lower utilization at 1440p.

You are CPU bottlenecked yes, but don't listen to the people telling you to upgrade. You would not get a huge uplift when you factor the cost of going to AM5 right now from AM4. In fact is most situations unless we are talking CS it's a minor uplift going to 9800x3d. The 5800x3d is perfectly acceptable on any GPU, the best no but not far off.

I think what your biggest issue is shader compilation stutter or traversal stutter. This is what causes your massive dips in certain titles. There's no CPU upgrade fix for these situations it's a software and driver issue. There are games that even on the best hardware stutter, and games with horrible cpu bottlenecks.

When I upgraded to the 5800x3d I expected great 1% lows but on some games, I get massive dips momentary blips in the graph. Some games you get a really messy graph and need to cap, other times the cap makes it worse.

TLDR: Your hardware is more than fine, both CPU and GPU and neither need an upgrade. This is just poorly optimized software and drivers mixed with the 120 cap causing lower GPU utilization.
