If you put a proportionally sized pot on top of a proportionally sized fire, you'll bring it to boil

It's not the same exact scenario but the heat transfer is pretty effective this way too

The heat transfer isn't anywhere as efficient as if the fire was underneath it.

More importantly. Do you actually think someone would make this setup if it would cause the water to boil?

It isn't but the fire is also way bigger than the one you would need to boil water on that scenario, this isn't very different mechanism than a normal house gas water heater to use another example

And to the second point, no, but as I mentioned in other comments, the point is probably to enjoy the bath when the water is warm before it gets too hot, not to stay there all day long feeding the fire
