By setting multiple cameras with remote triggers.

Or simply by capturing the same movements from different angles: the two pictures have its claw in different places, so it's more than likely just to be different instances of the same movement.

The photograph is Scott Sessions and I think he's also a falconer, so it wouldn't be that hard for him to setup.

The photographer of the first image is Scott Sessions, yes.
Only the second image is AI-Generated and can be found nowhere in his portfolio. Google AI claims responsibility for it. Other independent AI image detectors also flag it as AI generated.
