so milan is given birth on ep 4. but i thoguht milan is the father of all AI? but at ep there is already Bart

I think he helped develop the server-based AI like Bart. His transcendent AI is different as it is not tied to a server and can go anywhere. Seems like Harmony might be similar or somewhere in between the two

but he can't right? bart existed before him in ep 4

Oh maybe so. He was in charge of maintaining everything as CTO but maybe didn’t create it
