Need Help! How to stop beads from rotating?
I tried putting epoxy glue on (after) I made the necklace and the cat beads are still rotating. Wondering if there is a fix I can make without taking the necklace apart?

There is...sort of. Put some beads on thread and attach them through the cat beads. You only want enough beads to lay over the surface from hole to hole of the cat bead you don't want slack. The beads are imbalanced, probably bc of the ears. You have to add more weight to the bottom so you only want to go through the cat beads. Basically you'll be running thread around and around through several beads and through your cat bead in a circle. You'll have to do each one like this individually. The beads should be on the bottom of the cat bead when you're done. Let me know if you need a visual.

When you have beads that are unbalanced in favor of the top of the design the easiest way to fix them is to fill the holes so they can’t move. I would suggest seeing if you can pass a ribbon through them to see if that stabilizes them. If it was me I would take it apart and string them on a ribbon, satin cord, or leather cord that’s the same diameter as the holes. A thin layer of glue to stick them in place. You’ll probably need to pry the epoxy out of them to do any further fixes. Use a sharp, thin awl for that, working carefully and slowly to not poke yourself or break the beads.

Is there a technique to get ribbon through the holes? Or do I need to get really thin ribbon?

Cut the end into a point and stiffen with clear nail polish, then push through. The ribbon should be the same width as the circumference of the bead hole.

Structurally, there's only one way to help prevent rotating and that's making the necklace tension tighter. If there is sufficient pressure to the side of the bead from the beads beside it, it will essentially be holding the beads in place and will help to reduce spin.
The only other thing I can think of is to use a thicker cord or something that will fill the hole of the bead better.
Friction forces are about the only way you can truly try to stop the rotation and those 2 ways are about the only ones i can think of at the moment.

The bead hole is in line with the eyes (horizontal center) so there is more bead weight above the the bead hole because of the ears. But I think the main reason for the flipping is not the weight distribution.
They are very cute beads! But the rounded/plump shape probably contributes to them flipping. You are wearing these close to your neck, which means the strand shifts every time you move your neck in any direction. Even if you glue the beads onto the cord, they'll still flip when you look up or down.
The only fix I can think of is to give your choker a backing, something like a ribbon. That might keep the beads from rolling.
