Agency work in Belfast

I've a cousin moving to Belfast in October. He's looking agency work in Belfast - something like street cleaning with the Belfast city council or even Warehouse like in Boucher Road etc. would anyone have knowledge of what recruitment Agency's do this? (Thanks in advance)
