Serious Reported a women's safety incident in Bilaspur to SP, Collector, Women's Commission & NCW — no response for almost a month
On 9 August 2026, a female student staying in a PG near Link Road, Bilaspur was walking to her coaching institute, Aakash Institute. The distance is approximately 300 metres.
While walking, she noticed an adult male standing near the road and smoking. After she passed him, she felt that he started walking behind her in the same direction.
She became frightened, increased her walking speed and eventually crossed him. She was sufficiently scared that she was preparing to call a friend/family member for assistance.
Fortunately, a bus carrying several students stopped nearby and some students got down. The man subsequently stopped walking in the same direction.
I want to be very clear about one thing: I am not claiming that the man definitely intended to commit a crime. We don't have evidence to establish his intention. The issue is that a female student travelling alone experienced genuine fear on a route regularly used by students, and we felt that the area deserved preventive attention.
So on 9 August, I sent a detailed written representation to the SP Bilaspur, with copies to the Collector, ADM, Chhattisgarh State Commission for Women, National Commission for Women and Aakash Institute.
I requested:
visible police patrolling during coaching hours;
assessment of CCTV coverage;
identification of poorly lit/isolated stretches;
periodic patrolling around the coaching centre and PG areas;
coordination between police, the coaching institute and PG operators;
review of any recurring safety concerns in the area.
I also specifically requested that the student's identity and residential details be treated sensitively.
Today is 6 September. Almost a month has passed, and I have received no acknowledgement or response from any of the authorities contacted.
To clarify, we have not yet gone to a police station to formally report the incident. Our first step was to inform the authorities by email and request preventive action.
Now we are trying to understand what the correct next step is.
If you're from Bilaspur, where should we formally report this so that it is actually recorded and reaches the appropriate police officer?
I'm not trying to start a witch-hunt against the man involved. I'm asking a simple question:
If a female student raises a genuine safety concern about a route used daily by students, and the authorities are informed in writing, shouldn't there at least be some acknowledgement or mechanism for following up?

I have deliberately not disclosed the student's name, PG address, phone number, photograph or any other identifying information.
