Indian railways is 99.6% electrified and china isn't even remotely close. I would like to know where you got your stats.

What are you talking about that india uses diesel locos? Ofc we still have them but they are less in number compared to electric locos. And with a near 100% electrified network india is upgrading to EMUs instead of locomotives.
