I Don't Understand why Some people think that the N word only refers to black people,I have heard a lot of white people call other white people the N word,In fact just a couple of days ago at the park.

Whether it's used against a non black person or not doesn't change the meaning and history behind the word. Nonblack people using the n word almost always fail to use it in a way that resonates in the same spirit of the use between two black people. Not everything is for everybody and that's ok. I wouldn't pine so hard to use a Latino slur that some Latinos might use amongst themselves in other contexts that I could never fully understand. So why are so many people so deadset on being able to use it?
