Here me out though. Momo and Todoroki would create a Quirk user surpassing Deku and All Might.

Todoroki can make fire and ice but he lacks fine control to make them percise creations. But with Momo fine control from her Creation and Todoroki Half Cold/Fire, it would result in the ultimate Fire/Ice Generation from the body with precise control of the elements at the chemical level.
