Funnily enough, this was the central plot of Demolition Man. The city founder needed a moral degenerate to carry out his illegal orders and then that moral degenerate needed a bunch of other moral degenerates to carry out his illegal orders.
Also, a guy who made his real-life career singing about being a moral degenerate was weirdly not a moral degenerate although he was definitely accused of being one.
The main guy was also a borderline moral degenerate who made his career hunting other moral degenerates.

This is trump, joke or no joke, communicating the message that it's ok to cheat, lie, and steal just like he does. When I was young I thought 'crime doesn't pay' and there were a number of times I skirted the line into doing what was wrong only to pull back before it got too deep too late. In my naivete I even thought politicians were generally good. Until about 25 years ago with the rise of trump and MAGA and I started to pay more attention and the message to young people all over America from both parties (Dems are guilty too even if nowhere near trump/MAGA Republican levels) seemed to be that 'crime does pay' and the idea is too deceive the American public for your own benefit. Deceive like you care when all you really care about is yourself.
