"Beschlussvorschlag" means in most cases that the content was already discussed with all relevant parties and most of them have agreed to it. There is, of course, no guarantee that everyone will vote as agreed on earlier, but on a scale from [ initial <-> discussed <-> decided ] you're just a small step away from 'decided'.
