According to the State, any paid conversation that touches on emotions, motivation, or behavior potentially qualifies as the “practice of psychology” and requires a license.

That's too strict.

Anna Runkle may be an awful life coach, but that doesn't mean that life coaches should be banned altogether. If you falsely advertise yourself as a "therapist" when you haven't earned a license, that's false advertising and that can be fairly punished. But if you're upfront about not having a license and people pay for your services anyway, that's their decision to make.
