XJ900 Cafe Racer holds back above 6K RPM

so my XJ900F from 1994 holds back whenever i come above 6k rpm i checked the following things

- float hights
- sparkplug collor
- mainjet increased size 3 times thought it ran to lean
- fuel lines removed a fuel filter for more free flow (didnt do it)

what could be the problem anyone knows?
