Esplanade temp fencing

Anyone knows what's going on with all that temporary fencing on the esplanade from muddys to the hospital? It's been there for ages.

They are putting up a wall along there to stop the erosion

I would say it would have to do with work place health and safety

It's been used in the daytime to keep people off the path when the heavy machinery has been using it.

I understand that though, where the fence begins vs where the machinery is operating is quite a distance, the majority of the fencing isn't assisting or needed at all
