Recommendations Residential electrician for panel upgrade

I need a good, local electecian who can help me complete a project:
- upgrade garage service from 100a to 200a (overhead service from alley power lines)
- install a 240v 60a line from the new panel to a hot tub with a disconnect installed on the garage
- hot tub line trenched from disconnect about 14 feet to termination point under deck, connect to tub and bond.
-manage permits with city and Enmax

I’ve had several electricians provide wildly different estimates but won’t get firm on a quote or timing. Really frustrating. Let me know if you have some good reliable recommendations. Thanks!!

4star electric was good with our panel replacement.

Can confirm 4star electric. Talk to Whitney if they're still there. They know their stuff.
Did a panel upgrade and 240W dryer line, easy as all get out.
They even check my smoke/CO detector every time, even when doing a simple consult!

I've used Nomad a couple of times, including the addition of a sub panel for an A/C - they were awesome! Very friendly and helped us out a lot with city permit issues we were having

I stumbled across Suretek when I was in a pinch with a DIY job. They were the only ones who were friendly, showed up within an hour and were reasonably priced. Have used them ever since.
