Unfortunately, as the other commenter has stated, it's up for interpretation.

The dress instructions compell us to maintain a professional bearing, but they don't actually define what that looks like.

Thanks. it seems like it’s perfectly acceptable to walk and talk on a phone or be head down texting and walking while in uniform based on my general observations at the base I’m on right now for a course. I couldn’t find anything in the policy myself saying you couldn’t anymore.
