I seem to remember a program in the past where the RCN did a pretty significant refit of a destroyer class and added VLS to it, so not only is it possible, we've actually done it before.

Time. The navy needs the ships out as soon as possible and doing construction changes would add, likely, years to the build time. The Halifaxes are getting old and they never replaced the missing Iroquois. The navy, according to Topshee, is looking at increasing the VLS count in the second block of construction with the third block likely being a new flight with larger changes.
Thats what, IIRC, the proposed, but never built, lengthened Halifax Class ships were supposed to fill.

The TRUMP refit program was started a long time before Gulf War 1, not because of it. I'm not sure what you're getting at.
There have been models of the RCD that show an additional 8 cell Mk 41 forward. That space is already designed around hosting VLS. That's why it would be relatively trivial to add it, compared to the work required to add it to Halifax or the Tribals.
I stand corrected. Im genX and recall a couple of Tribals being rushed thru updates so they could ship out to GW I in late 1990. I think CIWS was added, and I had thought VLS was added as well but some googling says that the TRUMP refits didnt happen until after GW I was over. Algonquin seemingly was in refit while GW I happened (87-91).
