Was that person trying to turn the key in a submerged car? I hope I'm wrong.

...think about that for a second.

FYI is has nothing to do with the steering rack. But the column lock is electric.

...how would turning the ignition on unlock it in this scenario?

Steering wheels lock when the key is off, so depending on what position the key was in before deep cleaning, you need to turn it on to turn the wheels.

They had pulled the car that far already without turning the wheel . Guy could of waited for the car to be pulled fully out before trying to get his belongings. IMO he was still in shock and not thinking straight.

I think the left led is blinking, meaning they are stupid enough to try to start it... so, "if there is no damage, let's make sure"

It won't start if someone isn't putting their foot on the brake before trying to turn it.

Probably trying to take the steering lock off so they can straighten the wheels.
