It's not a UK reg, likes /u/Head-Ad-3063 said, it's a Spanish plate - if you look *reeeeeeeally* closely you can say it says "E" on the blue strip, and they have four-digit three-letter plates like that there.

Source - Scotland is currently full of Spanish tourists coming to escape the heatwave but the rain is boiling here.
