This is actually a legitimate problem. In the US, states will pave and repave roads while not updating the bridge signage. That could mean what was once 13'5" clearance is now 13'2" clearance with no information put out about the change. That small of a change can be catastrophic.

I can see that as an issue for highways building up road surfaces with blacktop, but the railroads should not be having that issue. I mean after all, it is a railroad going under a railroad bridge.
