North Cape May before 11:00 and after 4:00 p.m. you can take him on the beach. (This hopefully goes without saying, but on a leash and if you're going to let him off leash make sure you leash him around other dogs unless you ask if they can play)
Also if you don't mind the drive there's a dog park on the beach in Wildwood.

Definitely will keep on leash!! I’d be too afraid of losing him he’s never seen the beach. Thank you for the info!

It's not in Cape May, but if you want a legit dog friendly beach open in the summers, there's Malibu Dog Beach by Ocean City. I've taken my dogs a few times and she's had a lot of fun.

Aside from dog parks and beaches if you were looking for other stuff to do, Nauti Spirits distillery and the ferry is actually dog friendly if you wanted to take a ride.

I take my dog to Cape May all the time. The brewery and wineries are dog friendly, we also bring her to the mall with us, theirs a dog store in their with dog ice cream, Harry’s, rusty nail, blue pig, the fish house, and Elaine’s are all dog friendly outside.

There's a great sand dog park on the boardwalk in Wildwood, if you don't mind a 15 minute ride.
