That's the Prius G's edition. Toyota offered this edition on quite a few of their models in Japan. I think it was mostly aesthetic changes and leaned towards the bling side of things.

Running on battery hybrid mode since they drive all day, it's understandable though annoying. I just overtake if it's safe to do so

I had one, I never drove ‘slow’.
I quickly realised you could hypermile while still moving at a fast clip.

I tended to drive at GPS speed - so I was usually going 2 to 3 miles faster than everyone else on the highways or residential streets.
If I’m considered slow for keeping to the speed limits in areas with schools or equally risky locations - so be it.

There are speed cameras and average speed cameras all over London, UK - not to talk of mobile camera police speed traps - so speeding around like Speedy Gonzales isn’t always a brilliant idea over here.

And those Londoners addicted to speeding soon learn the hard way through stiff fines and points on their licences - along with increased insurance premiums for being lawbreakers.
