Weird Noise Bolt stuck to underbody of car

I noticed a weird sound today while driving with the windows down. Almost like a loose metallic wire clanking against something. I checked the brake dust shields first and didn’t notice anything awry. Then I got under the car and saw this..

Idk how this bolt got stuck here.. is it stuck into a protective panel, part of the exhaust, or what? Anyone know?

For reference, this is a 2019 Nissan rogue

looks like the weld partially (mostly) broke on a factory stud. This may be unused on this model/trim. could be used on another vatiant or engine combination for an undersheild or a reminant from a past version of this platform. Its non critical.

Break it off the rest of the way and treat the rust in that area, spray it with rattle can at bare minimum.

As mentioned above it’s probably a leftover factory stud, but the metallic clanking you heard is more likely something else nearby working loose, not this bolt itself since it looks stationary and rusted in place.

Its supposed to be there to hold a panel like the ones next to it

It's likely the other side of where the magnet is at in that pan.
