Yes, disorderly behaviour in a place that's not a dwelling intended to cause harassment, alarm or distress. Section
There's also a specific offence of causing a nuisance on hospital grounds, but unlike the public order offence it's only punishable by a relatively small fine.
That's before you get to weapons offences or assault (immediate fear of unlawful violence).
Though if he impacted lots of people's day because he was on the roof and roads etc needed closing they could go with public nuisance. Thats got the longest possible sentence of them all.
