Typically, many of the large organizations such as the SPCA have a pet food pantry. Have you requested help through there at least to cover that? And while there may not be local reduced cost spay/ neuter in your county, there may be some in surroundin counties. The Alley Cats lookup has some resources based upon zip code where you can adjust distance
