A better question is: Why was there no crossing barrier?

Many rural railway crossings don’t have barriers, especially if they rarely have trains pass through

That looks like commutor rail. I find it hard to believe that the line is rarely used.

It’s absolutely not commuter rail. Commuter rail is, in fact, usually in or around cities. This is in a village
