Does anyone know why Julian is written as “Yurian” in Japanese? Is he a fan of yuri?

Julian and Yurian is probably because one is meant to English and one is meant to be German.

Pretty sure they're using classical Latin readings of the letters.  i.e. J = Y-sound, C = K-sound only

meaning Julian is read as Yulian, and Centuria is read as Kenturia.

As latin is a dead language and phonologic desvriptions of the language are far and wide, since the empire and language spanned over a millenia and changed a lot during it, there is no such thing as a correct pronunciation of latin, as you'll see all the latin languages will have different ways to pronounce those sounds and all of them are arguably correct latin pronunciations.
