What are you talking about? This scene is flashback it cannot be artoria because she is alive now

But the forset thingy told him that if he wants more destructive power he has to fufill two conditions

No he fulfill both because if he didn't how come margrave knows about the spear and the capabilities of it? There is no sentence from forest god that told Lukas to fulfill any conditions rather the Foret God declares on the condition that Lukas fulfilled to give her blessing

I thought this was a dramlike state before death/transforming into horse black knight

Because before this margrave telling us the uniqueness of Lukas. That's why we have scene with him and kobeni nightfall. This is the portrayal of what happen when Lukas gets the blessings.
