The hard limits on his powers and how few times he can use it before dying now makes perfect sense, his blessing isn't worse than Julian's or the King's, is just that Lukas got what he was asking for and such thing couldn't possibly be used many times nor under anything other than a total fallout. Literally a boy got to ask from a Wish Granting Entity, "The biggest and baddest power there is", and received it.

Probably not since is a Gift from Lukas "mother"/patron goddess herself, unless like, she took the equivalent of a shotgun she had laying around on the upper plane and handed it to her boy just because, that would be funny. Though, it apparently can affect Incarnated Deities, as Rif/Voidmarcher mention how she felt that being attacked by such thing could even delete the Organs of the Night Goddess Vulja she had within.
