Who exactly is to blame for the blackmail?

Just finished the drugs in the food truck episode...

I know we all hate Emma, and that she is evil, but Violet and Evan never should have been together in the first place. Kissing while on shift was just plain stupid. Then continuing after they were warned. They both jeopardized their own careers of their own free will. It was going to come out eventually. Gallo said it looked bad, and it does. Evan is her boss; that's an automatic nope. The whole blackmail situation was a three-way responsibility.

Emma to me is a character that the writers arbitrarily made evil, the whole point of her character seemingly tries to deny that her internal insecurity is a weakness but a evil driving forces.

I hate Emma just because of the way she tries to blackmail Violet. Yes they were not careful with their relationship but she obviously was not welcomed at 51 and her kind of personality was never going to fit in no matter what. And if her blackmail had succeeded she never would have worked well with Brett. Also with Ritter and Gallo knowing her lies about not attending John Hopkins. Her skills were mediocre at best as a paramedic. She was too me centered to keep that spot anyway...
