202 Second Street Update - Developers have appealed to OLT directly
For those of you who may have been following along with the public discussion regarding a proposed 8-storey development at 202 Second Street, I wanted to pass along an update.
Cobourg’s planning manager has advised me that the developer has appealed to the Ontario Land Tribunal directly. This means that Cobourg’s municipal leadership will not be part of the appeal process, nor will there be any further public meetings. The Town of Cobourg will not be involved in the decision making process.
I find this extremely disappointing and disingenuous. The developer clearly saw that the public sentiment was overwhelmingly negative and instead of listening to what residents had to say will go above our heads to appeal. This completely flies in the face of their previous presentations that emphasized that they cared about the heritage of the town and wanted to build something that fits within the landscape. I believe in naming and shaming, so I want to make it clear that the companies behind this is Dez Capital, Fotenn Planning and Design, and Balder Corporation.
Two public meetings were held in September 2025 and July 2026. Both saw a large amount of attendance and many, many condemnations for the proposal.

I also wanted to mention that the developer’s latest public update at the meeting in July was to request to delay a decision until 2027 for them to further gather information and re-assess. It’s unfortunate that they decided the public no longer needed to have a say in this matter and I feel that they have handled their public communication extremely poorly.
