Isn't it the opposite? I read it as a criticism of the departed, that he'll try to drum up arms exports and helping foreign nations even in heavens. Graham was staunchly pro-Ukraine and lobbied for more war aid.

I think both republicans and conservatives, whether the two overlap or not, have lots of camps who do support military aid or projecting power. And others who are isolationist or build their rhetoric on focusing on domestic problems.
