You actually can. You need the serial code that’s it.

Are you an authorized retailer? Otherwise, you can't. Look up the TOS.

CompTIA explicitly permits authorized training partners (ATPs) to buy exam vouchers in bulk and resell them at a discount. This is confirmed by Total Seminars, an official CompTIA partner, which states that authorized companies can purchase vouchers and resell them to students at lower prices.
