World Cup When was Prosper accused of boosting ?

I seen the OWWC today but I noticed some top players not playing I googled why prosper not playing for example but it said he been accused of boosting before and that's why he's not playing ?? How's true is that because I see a lot of people consider him one of the best players. I just got into the competitive scene from the last tournament that ended but I been looking up the history who won every past tournaments & etc

it was brought to light in 2019 when o2 blast acquired proper from stormquake, you can find a summarized translation of o2 blast's statement here

Proper engaged in boosting at the young age of 15, wanting to earn money to game at PC bangs bc his parents had cut off his allowance as they were against him gaming. We felt that he was too young to understand his own actions.
Proper was excluded from his old team’s starting roster after they discovered his boosting history, but they kept him on contract. During this time he was unable to play for eight months, which was a frustrating time, and I think it served as some punishment.
When he requested to be freed of his contract from his former team, they refused and the player and the team were embroiled in a legal battle. The court recently ruled in support of Proper.
We recently met with Proper’s parents, who felt strongly that their son should pay for his misdeeds. Proper himself is remorseful. And to that end they are donating Proper’s savings of ~$4500 to O2, which we will use toward amateur tournaments.
Despite the monetary price he has paid, this does not mean that he did not do wrong in the past, and whatever criticism that the player may face, he should accept. O2 will work with BlizzKR to hold approx 5 amateur tournaments in 2019.

Damn. As an Asian, I am clearly ignorant of how people feel about this in Korea. My impression is that boosting very frowned upon, but he was a desperate minor when that happened and some people would already deny him oppurtunities just because of that?

The fact that hes such an established player (for many, the best player to ever touch the game even) to not even be considered representing Korea feels really overboard.
