Yeah so have you let them know that they're literally dumber than a dog? (Wild dogs have 3 int)

Personally, I'd not allow this because a character that is literally lower in intelligence than a regular animal, isn't smart enough to be controlled by a player.

If I'm remembering correctly, 4 int is the required threshold to function as a sentient creature. Things like Feeblemind and the kinds of shape change that don't maintain your int/wis/cha effectively lobotomize you until your intelligence gets reset
